Diplomacy is the art of negotiating treaties and Alliances. It requires the Foreign Cultures (Seafaring) technology and an Embassy that provides Diplomatic Points.
[edit] Diplomacy Points
For most agreements you need diplomacy points. You get these when you build or expand embassies. You get (embassy level + 2) diplomacy points for each embassy building. If you have two embassies at level 4 (for example another embassy on a colony), you'd have 6+6=12 diplomacy points.
This means that you can only form a limited number of treaties. Choose your partners with care. If you cancel a treaty you get your spent diplomacy points back. Your Diplomacy Adviser (in the top right corner) can always tell you how many diplomacy points you have.

There are different treaties that you can form with other players. On the Island Map click on the town of the desired player and then click on Diplomacy. While composing the message you can determine which treaty you desire.
[edit] Cultural Goods Treaty
Before you can enter into a cultural goods treaty you have to research Cultural Exchange (Science) and must have at least one museum. Now you can enter into a cultural goods treaty with any other player as long as they also have a museum. For each treaty you receive one cultural good that you can exhibit in your museum. Every exhibit increases the satisfaction level of the citizens in your town.
Cultural goods treaties do not cost diplomacy points.
Tip: You can only enter into as many cultural goods treaties as the museum expansion stage. Multiple museums on different colonies will be added. Furthermore you can only exhibit as many cultural goods in your museum as the number of expansion stages for that museum.
Note: You may send as many Treaty requests as you want so long as you still have a single museum slot open. These do not expire, nor are the requests anulled by filling museum slots. In this way you can request several Cultural Goods treaties at one time and if they are accepted by the other party, you can later use that request to fill a new museum slot.
[edit] Trade Treaty
Such a treaty is only possible once you have researched Market (Economy). A trade treaty gives you preference in the trading post of your partner - and vice versa. This means that as soon as you accept an offer in the trading post of your partner, it will be reserved for you and cannot be snatched away by other players.
A trade treaty costs the offerer of the treaty 4 diplomat points. Only 2 diplomat points are taken from the player accepting the treaty.
[edit] Military Treaty
Military Treaties are currently not working in v0.2.8
As soon as you have researched Diplomacy (Seafaring) you can enter into a military treaty with the town of another player. Once the treaty exists you can use their town as a base for further military operations. However, you pay twice the upkeep for troops stationed there.
A military treaty costs the offerer 11 diplomat points. 2 diplomat points are taken from the player accepting the military treaty.
Tip: A military treaty is entered with a specific town. To use other towns of the same player as a base you need to form more military treaties.
[edit] Alliances
To create an alliance is straightforward. Once you're ready, click on your embassy, give your alliance a name and a tag, then click "Found Alliance". To found an alliance, you must have at least one level three embassy.
In order to accept members, you need to transfer points to that alliance. This is a common problem that is not always obvious. Click on your embassy and on the left hand side there's an option to transfer points. Choose how many you want to transfer, then you will have open slots for members to join.
Note: Transferring, or "donating" diplomatic points to an alliance may no longer be possible under v0.2.8
